Stages 2 and 3 of the Port River Expressway - the road and rail bridges across the Port River

Overview of Stages 2 and 3

Stage 2 consists of a four lane high-level opening road bridge across the Port River between Docks 1 and 2, linking Stage 1 of the project on Francis Street to Victoria Road. Changes will be made to Nelson Street and Semaphore Road to connect to the new road link.

Stage 3 consists of a single track, dual gauge high-level opening rail bridge across the Port River, north of the road bridge, with connections to the existing rail system.

Abigroup Contractors Pty Ltd has been awarded the contract to design, construct and maintain the road and rail bridges across the Port River.

Funding of $178 for Stages 2 and 3 of the project will be a joint contribution between State and Federal governments under the AusLink Investment Program and it is expected that Stages 2 and 3 will be competed in mid to late 2007.
- Tolls will not be applied to the bridges.
Upcoming roadworks
Changes to traffic conditions Victoria Road, Nelson Street,
Semaphore Road and Elder Road, Birkenhead
As part of the Port River Expressway Stages 2 and 3, the road and
rail bridges across the Port River, roadwork will commence on Victoria
Road and Nelson Street in mid May and continue until mid July. These
works will connect the expressway into the existing road network on
the western side of the Port River.
The work will result in significant changes to the current road
alignments in this area, including:
- the realignment of Victoria Road to connect to the Port River
Expressway (see diagram point 1)
- construction of the new junction of Nelson Street with the
expressway (see diagram point 2)
- the extension of Nelson Street to meet the new alignment of
Victoria Road (see diagram point 3)
- the repositioning of the intersection at Nelson Street,
Semaphore and Elder Roads (see diagram point 4)
- the closing of a section of Victoria Road to through traffic
(see diagram point 5). The section of the expressway east of the
intersection with Nelson Street will be closed until the bridges
across the Port River are open.

Phase 1: mid May — mid June
From mid May the southbound lanes of Victoria Road will be closed
between Hilton and Martin streets while the road is reconstructed.
Two-way traffic will be maintained using the northbound lanes.
Motorists are advised that while two-way traffic is in place there
will be no right turn from Walker, Swiggs, Gunn or Hilton streets onto
Victoria Road.
From late May the eastern half of the intersection between Nelson
Street and Semaphore Road will be closed while the intersection is
realigned. The right hand turn from Semaphore Road into Nelson
Street will be banned during these works. Detours will be in place
via Causeway and Bower roads to access the Port Centre for Semaphore
Road traffic.
Access to Primary Industry and Resources SA, Adsteam (tugs) and the
Birkenhead Tavern will be maintained via the Semaphore Road, Victoria
Road and Elder Road intersection.
Phase 2: mid June— mid July
The extension of Nelson Street and part of the new expressway will
be opened to southbound traffic.
Further work will be undertaken to connect the northbound lanes of
Victoria Road and Nelson Street into the expressway from mid June to
mid July.
From mid June the northbound lanes of Victoria Road will be closed
between Martin and Hilton streets while the road is reconstructed.
Two-way traffic will be maintained using the southbound lanes of
Victoria Road.
From mid June the eastern half of the Nelson Street and Semaphore
Road intersection will be closed to complete the intersection
alignment. The right hand turn from Semaphore Road into Nelson Street
will still be banned during these works. South of the intersection the
northbound lanes will be closed on Nelson Street. Two-way traffic will
be maintained on the southbound lanes. Detours will continue via
Causeway and Bower roads to access the Port Centre.
Victoria Road from Semaphore Road to Martin Street will become a
service road (Old Victoria Road; see diagram point 5), and will be
accessible from Martin Street or Walker Street only.
Access to Primary Industry and Resources SA, Adsteam (tugs) and the
Birkenhead Tavern will be maintained through the Semaphore Road and
Nelson Street intersection.
Detours and signs
From mid May traffic into Port Adelaide will be detoured via
Causeway and Bower roads.
Advance warning signage will be in place advising motorists of the
changed traffic conditions.
All detours will be clearly marked with a 25 km/h speed limit in
place between 7 am and 5 pm, from Monday until Saturday. A 40 km/h
speed limit will apply at all other times.

works.
Giant crane assisting construction
In order to lift the Port River Expressway’s road and rail
bridges into place, one of the largest water based cranes to ever
operate in Australia has been imported from Germany. The $10 million
Terex Demag crane weighs 452 tonnes and will be more than 50 metres
tall when it sits on a barge in the Port River.
The crane has been assembled on the wharf at the Australian
Submarine Corporation and then driven onto a water-based barge,
floated downstream and positioned adjacent Dock 2.
Rigged to lift 225 tonnes with a 30 metre radius, the crane will be
operational by early April and be in place for around 20 weeks.
During this time it will lift, and position the bridges bascule
spans (opening sections) into place. Each 600 tonne bascule leaf
consists of two welded steel box girders, horizontal bracing, bridge
decking and the counterweight that form the support for the rail line.
The counterweight is designed to ensure efficient opening and closing
of the bridge, in a similar fashion to a see-saw, and will be attached
to the end of the girders once they are in place.
The peak of activity for the crane will occur in May through to
June when the heaviest parts of the bridges, the opening spans, will
be lifted and positioned.
Once completed the opening span of the road bridge will weigh in
excess of 2 000 tonnes and the rail bridge more than 1 100 tonnes.
State Transport Minister Patrick Conlon said the arrival of the
giant crane was another significant milestone in the three-stage Port
River Expressway project.
“The crane’s operation in the river signals to the community and
industry that the project is progressing well toward completion which
is scheduled for late this year,” Minister Conlon said.
“Stage 1 of the Port River Expressway has improved transport links
for freight and commuters, reducing travel time by up to 15 minutes
and carrying in excess of 20,000 vehicles per day.”
“Once Stages 2 and 3 open they’ll complete the link between the
state’s major port and rail terminals at Port Adelaide with the
AusLink National Network.”
Francis Street temporary closure
A vital component of Stages 2 and 3 of the Port River Expressway project - work on the reconstruction of Francis Street and the construction of the link between Francis Street and Stage 1 of the Port River Expressway – will be underway from Monday 16 October to mid December 2006.
Phase one required the closure of Francis Street from Evans Street to the intersection of Perkins Drive (formerly the Eastern Bypass and Grand Trunkway Extension). The closure has enabled the construction of a new intersection at the point where Francis Street meets Perkins Drive.
Detours will be in place during this time via Eastern Parade and Ocean Steamers Road. The new Eastern Parade and Grand Trunkway intersection was opened to traffic on 6 November and will be made fully operational later in this period.

Francis Street Temporary Closure Phase 1
Phase two of the reconstruction of Francis Street, taking place from early to mid December 2006, will see motorists detoured via Eastern Parade and the newly constructed Perkins Drive, accessing the Port Centre via St Vincent Street East.
At this time, the new intersection of Francis Street and Perkins Drive will be opened to traffic and the section of Perkins Drive between Eastern Parade and St Vincent Street East will become fully operational.
During this time, the section of Ocean Steamers Road between Docks 1 and 2 will permanently close to allow for the road and rail approaches on the eastern side of the Port River.

Francis Street Temporary Closure Phase 2
Changed speed limits will apply throughout the duration of the Francis Street reconstruction works with a 40 km/h exit speed in place from the Port River Expressway at Eastern Parade.
Access to commercial sites Symons and Clark and Incitec Pivot will be provided via Perkins Drive.
Local access for businesses located on Francis Street from Evans
Street to Ocean Steamers Road will be maintained. Access to Dock 2 will also be maintained.
Perkins Drive
The new stretch of road between Eastern Parade and Bedford Street, which was previously known as the Grand Trunkway Extension and the Eastern Bypass, has been renamed Perkins Drive in honour of Charles Nelson Perkins (1936 – 2000).
Dr Perkins was born in Alice Springs on 16 June 1936 and lived in the Glanville area during his early teenage years and was educated at the LeFevre Boys High Technical School. He then moved on to the Metropolitan Business College in Sydney and later the University of Sydney where he graduated with a Bachelor of Arts in 1965 as the first Aboriginal to graduate from tertiary education.
In 1981 Dr Perkins became the first Aboriginal to head up a Federal Government department as the Secretary of the Department of Aboriginal Affairs. Dr Perkins was awarded the Jaycees Young Man of the Year in 1966, Aboriginal of the Year in 1993 and the Order of Australia in 1987.
The National Trust declared him a “living treasure” in 1997.
He had the world’s longest recorded survival for a kidney transplant, having received a donor kidney in 1972 but died of renal failure at the age of 64 on 19 October 2000.

Environmental Considerations
Measures have been developed for the construction of Stages 2 and 3 to manage the noxious weed Caulerpa Taxifolia, manage road runoff and water quality via a detention basin and protect the Port River's dolphins
The department has considered the potential impact of construction activities on the Port River's dolphins. Although the likelihood of injuring the dolphins during construction is extremely low, the advice of local dolphin expert Dr Mike Bossley was sought to make sure that the most current information was included in contract documentation. In addition, the department will ensure that the contractors comply with comprehensive environmental management systems to minimise any possibility of risk or injury to the dolphins.
Water Restrictions
It is an EPA requirement that dust mitigation measures such as the use of water are in place during construction works associated with Stages 2 and 3 of the Port River Expressway project to prevent air pollution. As such, water will continue to be used in construction works to prevent dust which is a health and safety risk for surrounding residents and businesses and local flora and fauna.
Water use is being carefully monitored to minimise wastage whilst meeting EPA requirements.

Community Liaison Group for Stages 2 and 3
The Department for Transport, Energy and Infrastructure, through its Transport Services Division, has formed a Community Liaison Group (CLG) to discuss Stages 2 and 3 project works and facilitate information flow to the community. The CLG will operate throughout the design and construction phases of the project, over a period of approximately two years. Members of the Port River Expressway project team and Abigroup Contractors Pty Ltd. will attend all CLG meetings.

On Wednesday 23 November 2005, Federal Minister for Finance and Administration and South Australian Senator Nick Minchin and the State Minister for Transport, Patrick Conlon, officiated at a ceremony marking the start of works on Stages 2 and 3 of the Port River Expressway – the road and rail bridges across the Port River.
