Black Spot Programs
The SA State government is committed to improving road safety and
reducing the trauma associated with road fatalities and injuries.
The annual Black Spot programs are a vital element in the State's
strategy for improved road safety by providing funding to target those
road locations either with a history of crashes or where there is
a risk of crashes occurring. Targeted safety improvements funded
under this program have been shown to significantly reduce crashes
and the wider trauma created in the community. Nominations for black
spot funding are sought annually through Local Councils and DTEI regions,
community groups and associations, road user groups, industry and
individuals.
The State Black Spot Program funded
by the South Australian Government and the AusLink
Black Spot Program funded by the Australian Government are closely
integrated. Nominations for both programs are sought in September/October
of each year and jointly assessed. For the key dates for 2008-09

This site has been developed to provide information to assist proponents
in preparing a black spot nomination. Information is provided on
timing, funding criteria, supporting information required and program
allocations.

How to nominate a Black Spot Project
All nominations should be made on the official Black
Spot Nomination Form. Benefit Cost Ratio (BCR) calculations
are required for the nominations based on crash history shall be
submitted using the Black
Spot BCR Spread sheet.

State Black
Spot Program
The State Black Spot Program commenced in 2002-03 and is an annual
program that is now subject to the approval of Minster Zollo. The
2007-08
State Black Spot Program, has an allocation of $7.2M. A portion
of the State Black Spot program is directed to cycling related safety
projects with the majority of the program directed to safety improvement
works on all roads including AusLink network (from 2008-09), State
arterial roads and Council roads.
WHATS NEW
- Project cost limit has been raised from $750,000 to $1M.
- Complex projects can be submitted on the basis of being delivered
over a 2 year period.
- The eligibility criteria for reactive projects (based on a crash
history) has been widened to now have a benefit cost ratio >=1.0.

AusLink
Black Spot Program
The Black Spot program began in 1996-97. In recognition of
its success the Australian Government has now extended the program
until 30 June 2014. Annual national Auslink Black Spot funding will
be increased to $60 M under AusLink 2 (from 2009-10 to 2013-14).
This represents an increase of 33 per cent on current program funding.

The 2007-08
AusLink Black Spot Program, is subject to annual approval by
the Federal Minister for Transport and Regional Services.
The funding criteria, assessment process and program allocations
for the AusLink Black Spot Program are set by the
Department for Transport and Regional Services and are detailed
in the Notes

Administration of Black Spot Programs
Physical and financial status of the approved projects shall be
provided to the DTEI contact. Progress payments shall be claimed
using the appropriate claim form that can be downloaded from this
site.

All variations to scope and/or project costs are to be approved
by DOTARS and DTEI before commencing construction. Request for variations
can be made to DTEI using the Project
Variation form.
