Calculation of Average Travel Times Between Safe-T-Cam sites

Allowable travel times are the minimum permissible time in which a heavy vehicle can legally travel between two Safe-T-Cam sites while travelling at the maximum legal speed for a heavy vehicle without stopping or interruption.

However, where travel time between two sites exceeds five (5) hours, a thirty (30) minute rest break is calculated into the minimum allowable time period.

Travel times are determined using a commodore sedan fitted with cruise control, calibrated speedometers, independently calibrated odometer and travel meter calibrated to every 10 metres in a kilometre. The vehicle is driven at the maximum legal speed on cruise control in ideal conditions, plus stopwatches are operated to measure the time between each point. The Allowable travel time assumes that the driver has not been required to stop or slow down for traffic lights, pedestrian crossings, intersections, slow traffic, breakdowns, road works, accidents, stop and give way signs.

The route relied upon to determine the allowable travel time is the quickest but not necessarily the most direct route by distance. For example, on occasion a bypass of a town may be longer in measured distance but is used to determine the allowable travel time because of preferred speed limits. The average speed is calculated by measuring the time and distance between two sites.
